Yes, they are mandatory for all product and service categories for which the Ministry has issued a specific decree (pursuant to Article 34 of the Public Procurement Code).

Is self-certification enough?

Hardly ever. Most CAM requirements mandate third-party verification or specific certifications, such as an EPD (Environmental Product Declaration) for construction materials.

Can I adjust my compliance while the tender is ongoing?

No. All requirements must be met at the time of bid submission. Preparing in advance is the only viable strategy.
